 核二今啟動助備轉 新北市提醒核安


【台灣醒報記者譚有勝台北報導】核二2號機再啟，夏季電力不再吃緊！經過多日的審核後，原能會5日同意核二啟動申請，並完成防範跳機事故的改善措施。台電發言人徐造華則指出，核二需要一週的時間才能滿載，裝置容量為98.5萬瓩，若順利併聯發電，備轉容量率將上升2.7%，有望解決夏季電力燃眉之急的問題。新北市市長朱立倫也指出，台電必須嚴格監督核能安全，也要積極處理核廢料，以免引起民眾恐慌。

核二2號機自3月再啟跳機後，原能會多次召開審查會議，要求台電補件申請啟動，最終與5日發函同意台電啟動申請。核二2號機的裝電力裝置容量為98.5萬瓩，若順利併聯發電，約能讓備轉容量率上升2.7%，有望解決夏季電力吃緊的問題。

原能會指出，他們於於4月9日接獲台電依「核子反應器設施停止運轉後再啟動管制辦法」提出核二廠2號機3月28日機組急停後啟動申請後，邀請六位專家學者與原能會人員組成專案審查小組，歷經5次審查會議及2次現場視察， 相關單位嚴謹審查台電所提綜合檢討報告，確認台電已查明肇因，並完成防範再發生的改善措施，再經原能會確認核二廠2號機現場狀態符合啟動要求後，於5日同意核二廠2號機組再啟動運轉。

原能會要求，台電必須建立機組啟動過程各階段重要測試及作業項目的查核清單，並且加強品質稽查。原能會也將增派視察員，現場查核機組升載期間的關鍵步驟執行情形，以及相關安全系統功能測試作業，確保機組運轉安全。

台電發言徐造華表示，若歲修後的機組順利歸隊，備轉容量率可達6%以上，夏季供電無虞，也可以脫離將供電等號從橘燈改為黃燈。但核二啟動仍需要一定的時間才可加入併聯發電，預計需要一週的時間，才會見到成效。

然而，新北市市長朱立倫認為，核二急停後再次發現應改善措施及強化安全尚有3、40個問題，當初審核時，為何沒有落實辦理各項審查工作？他呼籲，台電必須謹慎面對每個環節，確保安全無虞，並強化資訊公開。

另外，朱立倫也請原能會必嚴格把關。他重申，核二廠2號再啟雖可紓解電量供應上的燃眉之急，但核燃料處置問題以及我國整體電力供應之規劃，才是我國核能議題最需要被關心與重視的問題，台電及中央政府，應該務實檢討整體能源規劃、積極尋找核廢料的解決之道。
