 兩立委補選 避開學測1月27日舉行


【台灣醒報記者許嘉琪台北報導】為了台北市長候選人姚文智、台中市長候選人盧秀燕辭去立法委員職務，遺留的台北市第二選舉區及台中市第五選舉區的立委空缺。中選會將於108年1月27日進行台北區以及台中區的立委缺額補選。而另外3席因當選縣市長而出缺的立委補選，將另行安排在3月24日之前舉行。

此次九合一大選，共有5個區域立委因選前請辭或是當選縣市長而留下缺額。台北市第二選舉區前立委姚文智、台中市第五選舉區前立委盧秀燕分別於11月18日、11月20日辭去立法委員職務，依法應在3個月內完成補選投票。

中選會原訂補選日期為明年1月26日，但行政院3日表示，26日當天強碰大學學測，為避免影響學生權益，建議延後1天舉辦。中選會4日下午緊急召開委員會，決議採納各界意見，將補選日改為1月27日，投票起止時間為上午8時至下午4時。

中選會表示，6日將公告候選人登記日期及必備事項；10日至14日受理候選人登記申請。而隔年1月4日前會完成審定候選人名單，並通知抽籤；1月7日完成選舉人名冊編造；1月10日候選人抽籤決定號次；1月16日公告候選人名單；1月17日至26日辦理公辦政見發表會；1月27日投票；1月31日公告當選人名單。

另外，彰化縣長王惠美、台南市長黃偉哲、金門縣長楊鎮浯轉戰地方首長成功，但因未請辭，所以仍具立委身分。依規定，12月25日就職當天視同立委辭職生效，因此這3個區域，最遲會於3月24日前完成補選投票。






 米其林罩不住 高檔法菜在台吃不開

高檔法菜餐廳在台灣愈來愈「吃不開」了！台北喜來登飯店法菜餐廳「安東廳」，在〈台北米其林指南〉中得到「米其林餐盤推薦」後，自本月起正式轉型為牛排餐廳，而比「安東廳」早2年開業的台北亞都麗緻飯店館內「巴黎廳 1930」，同樣也在得到米其林推薦後，原法籍主廚克萊門因合約到期已離職，飯店將再尋找新廚接手並重新定位餐廳再出發。

在此之前，位在台北市金山南路二段巷弄內的「La Cocotte」時尚法菜餐廳，於台北米其林指南中得到一星肯定後，即宣布熄燈。「亞洲最佳女廚」陳嵐舒在台中開設，並多次名列「亞洲50大餐廳」排行榜的「樂沐」餐廳，亦宣布今年底熄燈。另外三二行館前董事長邱泰翰與法國米其林三星名廚合作，在台北101大樓開設的「STAY」法式餐廳，也在去年底熄燈。

此外，台北文華東方酒店內的「COCO」法菜餐廳在經營不久後，如今亦轉型吃到飽自助餐廳，並以「文華Cafe」之名再出發。

台灣高檔法菜餐廳或熄燈或轉型，主要原因是「市場太小」與「經營成本太高」，面對入不敷出或「勉強打平」的業績，即使有「米其林星光」加持或「米其林餐盤推薦」，或入列「亞洲50大餐廳」榜單，亦無法拉抬推升業績，所以只能退場或改變經營策略方能「止血」。

「高檔法菜在台灣缺乏群眾基礎」，台中「樂沐」餐廳主人兼主廚陳嵐舒含蓄表示，高檔法餐在台灣的「根很淺」，外食消費者對正統法菜的認識與理解不夠，只能從他們「自己懂的西餐」入手。如今標榜菜色與裝潢皆走「潮」路線的西餐廳在台漸成主流，使得以「Fine Dining」為定位的法菜餐廳生存空間更被壓縮。

陳嵐舒表示，高檔法菜餐廳在台灣「很難賺到錢」。投資「STAY」餐廳、每月平均都要賠300萬元的三二行館前董事長邱泰翰則表示，在台灣投資經營高檔法菜餐廳根本是「死路一條」；他表示，為傳遞精緻用餐體驗，高檔法菜餐廳的食材與人事成本較其它餐廳高出許多，但台灣外食市場多數人「願意為食材付高昂代價」，「卻不懂欣賞精緻廚藝」，所以吃到飽自助餐廳與牛排館長期立於不敗，定位高檔的法菜餐廳卻「高處不勝寒」。
